Kenya on edge over new finance bill: What’s it all about?

Kenyan Protests Ignite Over Proposed Tax Hikes: A Clash of Fiscal Responsibility and Citizen Welfare

Kenyan citizens have taken to the streets in widespread protests against the government's proposed finance bill, which aims to raise additional taxes to address the country's budget deficit and public debt. The demonstrations have turned violent, with one person killed and hundreds injured, as the people voice their discontent over the perceived unfair burden on the local population.

Kenyan Taxpayers Revolt Against Fiscal Austerity Measures

Protests Erupt Across Kenya

The Kenyan youth have spearheaded the protests, taking to the streets to oppose the government's tax reform bill currently under consideration in the Parliament. The government has issued stern warnings, demanding that the protesters disperse by 6:30 pm or before sunset, whichever comes first. However, the demonstrations have continued, with Kenyan forces resorting to tear gas and rubber bullets to quell the unrest.

Casualties and Economic Disruption

The protests have taken a violent turn, with one person killed and over 200 others sustaining injuries. The capital city of Nairobi has come to a standstill, as businesses have been forced to shut down and transportation has been severely disrupted.

The Proposed Tax Measures

The finance bill, which is typically presented to the Parliament before the start of the fiscal year (July to June), aims to raise an additional .7 billion in taxes. This is part of the government's efforts to reduce the budget deficit and state borrowing, as Kenya's public debt stands at 68% of its GDP, exceeding the 55% recommended by the World Bank and the International Monetary Fund.

Protesters' Demands and the Government's Response

The protesters are demanding that the government abandon the planned tax hikes, arguing that they will further burden the already struggling Kenyan population and stifle the country's economic growth. In response, the government has softened its stance, with President William Ruto endorsing recommendations to scrap some of the new levies, including those on car ownership, bread, and the eco levy on locally manufactured goods. However, the protesters and opposition parties have deemed these concessions insufficient, calling for the entire bill to be abandoned.

The Future of the Finance Bill

The Kenyan Parliament is set to vote on the proposed amendments to the finance bill on Tuesday, June 25th. While members of parliament will not discuss areas of the bill that are not subject to amendments, the final decision will ultimately rest with President Ruto, who has the authority to sign the bill into law or send it back to the Parliament for further revisions.

The Youth-Led Protests and the Government's Response

President Ruto has acknowledged the youth-led protests and has pledged to hold a dialogue to address the protesters' concerns. However, the timing and the outcome of these discussions remain unclear. Some protesters have expressed skepticism about the government's goodwill, citing the arrest of at least two activists since Ruto's offer of talks. The government, on the other hand, has argued that the withdrawal of some tax proposals demonstrates its willingness to compromise. As the Kenyan government and its citizens navigate this complex fiscal and political landscape, the outcome of the finance bill and the future of the protests will have far-reaching implications for the country's economic and social stability.
