Gaines' daughter drove her over to the ER and left Gaines in the vehicle, with the keys inside and the engine running, while she went inside to get help with moving her mother into a wheelchair.It was at this moment that authorities say Brown entered the SUV, got behind the wheel, and drove away with Gaines still in the passenger seat. Brown has been charged with carjacking, and on Tuesday, a D.C. Superior Court Judge Heidi Pasichow ruled that she is incompetent to stand trial.
